OC stands for "optical carrier".

Optical Carrier transmission rates are a standardized set of specifications of transmission bandwidth for digital signals that can be carried on SONET fiber optic networks.

They start at OC-1 and go all the way up to OC-768.

Most companies that need it are either looking at Optical Carrier(OC) 3 or OC-12, but there are some that use OC-48 or OC-192. They are typically small regional telecommunications companies or are reselling another telecommunications companies service.

The most popular (OC3) will give you 155 x 155 Mbps. That is asynchronous, so you will get the same bandwidth for your download as well as your upload speed.

Because the price of bandwidth in general has gotten lower over the past few years, this is an option that would normally be an option.
